Santarém CAPS AD III Requalified by Health Ministry

The Ministry of Health has officially requalified the CAPS AD III in Santarém, Pará. The measure was established through Portaria GM/MS nº 10.122, dated December 31, 2025, and published in the Official Gazette of the Union on January 5, 2026.

This administrative change upgrades the unit's classification, ensuring new financial resources for the municipality. The funds are drawn from the Grupo de Atenção Especializada and will be integrated into the local Média e Alta Complexidade (MAC) financial limit.

The requalification is the result of a prolonged process of technical and structural adjustments by the local administration. It secures regular and automatic transfers from the National Health Fund to the Municipal Health Fund.

The requalification of the CAPS AD III brings significant financial support to the mental health network of Santarém. According to the ministerial ordinance, the municipality will now receive R$ 994.824,00 per year for the maintenance of the service.

The financial distribution is structured as follows:

• Immediate impact of R$ 165.804,00
• Monthly installments of R$ 82.902,00
• Transfers executed automatically from the National Health Fund to the Municipal Health Fund

These resources are vital for strengthening the psychosocial care network in the region. The funding falls under the Maintenance Block of Public Health Actions and Services.

The recognition of the unit's work was a collaborative effort between the Prefeitura de Santarém and the Secretaria Municipal de Saúde (Semsa). According to Lidiane Lira, the coordinator of the CAPS AD III, the unit had been seeking requalification with the Ministry of Health for more than a year, with efforts intensifying throughout 2025.

Lira emphasized the dedication required to meet the necessary standards. She stated, "Essa conquista é resultado do comprometimento de toda a equipe e do apoio da gestão municipal" ("This achievement is the result of the commitment of the entire team and the support of the municipal management").

Irlaine Figueira, the Deputy Secretary of Health, also highlighted the collective effort. She noted the joint work between the CAPS AD III team and the MAC team to fulfill all requirements. Figueira expressed, "Nosso sentimento é de gratidão a todos que contribuíram direta ou indiretamente para essa conquista" ("Our feeling is gratitude to everyone who contributed directly or indirectly to this achievement").

The CAPS AD III provides specialized care for individuals with disorders resulting from the use of alcohol and other drugs. The unit accepts patients starting from 18 years of age. Currently, the facility has 5.588 patients registered, with a monthly average of 1.608 active users.

The service operates on an open-door basis, ensuring accessibility for those in need. The schedule includes attendance every day of the week, covering Saturdays, Sundays, and holidays.

The care model is organized by a multidisciplinary team composed of:

• Pedagogues
• Social workers
• Psychologists
• Educators
• Social agents
• General practitioner and Psychiatrist
• Volunteers for therapeutic activities

According to coordinator Lidiane Lira, the assistance is provided both individually and in therapeutic groups, tailored to the specific needs of each user. She stated that the unit guarantees "acolhimento contínuo e humanizado" ("continuous and humanized reception").
