PMDF Reopens Body Camera Tender with Reduced Budget

The Military Police of the Federal District (PMDF) has officially republished the tender for the hiring of body camera services. The new tender comes with a reduced estimated budget of R$ 15.7 million, down from the previous R$ 22 million projection. This adjustment follows the definition of the budget released by the federal government to fund the implementation of the recording system.

In addition to the financial changes, the police corporation noted that it was necessary to update certain technical requirements of the tender. These updates were made in response to inquiries from companies interested in participating in the bidding process. The contract covers the rental of body cameras, including unlimited licenses for accessing the recording and network connection system, as well as cloud storage of images. The service also includes remote activation of equipment and the possibility of live streaming.

The republished tender outlines a comprehensive service agreement for the PMDF. The primary objective is to equip the police force with modern recording technology to enhance transparency and accountability. The contract is structured as a rental service rather than a direct purchase of equipment.

According to the notice of invitation to bid, interested companies are required to submit their proposals by January 15, 2026, at 14:00h. The reduction in the tender value to R$ 15.7 million was specifically attributed to the finalization of the federal government's budget allocation for the project.

The republication of the tender follows a decision by the Tribunal de Contas do Distrito Federal (TCDF) in June of this year. The TCDF authorized the resumption of the bidding process, which had been under analysis for approximately two years. The process was originally suspended in 2023 after the court identified planning flaws.

Specifically, the TCDF pointed out the absence of studies comparing the costs of purchasing versus leasing the equipment. Furthermore, the tribunal noted that the previous contract proposal included a term that exceeded the limit permitted by Lei de Licitações (Bidding Law). In its decision to release the new tender, the TCDF stipulated that once the federal resources are exhausted, the PMDF must present new studies. These studies will need to prove that leasing the cameras remains more advantageous than purchasing them.

The financial backing for this initiative stems from a selection process conducted by the Ministry of Justice. In December 2024, the Federal District (DF) was selected by the ministry to receive resources specifically for the acquisition of body cameras. This federal funding was the catalyst for the budget definition that allowed the PMDF to lower the tender value and move forward with the procurement process.

The implementation of the body camera system is a significant step for the Polícia Militar do Distrito Federal. By securing federal funding and addressing the regulatory hurdles posed by the TCDF, the PMDF is moving closer to deploying the technology across its operations.
