São Paulo SUS Table Boosts Healthcare Investment

The Tabela SUS Paulista represents a new standard in public health financing within the state. It functions as a complementary remuneration model where the state government adds funds to the values paid by the federal government. This approach effectively increases the financial resources available to hospitals and healthcare institutions for every procedure performed under the Unified Health System (SUS).

By offering significantly higher reimbursement rates—up to five times the federal standard—the state aims to attract more institutions to participate in the public network. This strategy strengthens hospital financing and ensures that a larger volume of services can be offered to the population. The initiative is specifically designed to address the challenges of providing rapid and efficient access to healthcare in a state with a high volume of patients.

The initiative has rapidly expanded its reach since its inception. Currently, 800 institutions benefit from the program, encompassing a wide range of healthcare providers such as Santas Casas, philanthropic entities, and autonomous government agencies. These organizations collectively handle approximately half of all hospital care provided by the state's SUS.

In 2025, the program underwent a major expansion to include municipal hospitals. This update incorporated more than 100 units located in approximately 70 cities. The inclusion of municipal hospitals addresses a historical demand and strengthens the financing of both primary and specialized care throughout the state.

The effects of the increased investment are already visible in the public health network. With more resources available, hospitals have been able to increase the volume of services and improve the quality of care. The program has contributed to the reinforcement of health teams, allowing for the hiring of more doctors, and has significantly reduced waiting lists for surgeries.

Specific improvements include:

• The reactivation of beds that were previously closed.
• The expansion of the capacity to perform medical procedures.
• Greater accessibility as more institutions agree to serve SUS patients.

These improvements have led to a historical record in the number of scheduled surgeries. Between 2023 and 2025, the state reached 3.5 million scheduled surgeries. The annual average for procedures stands at 1.2 million. Specific data highlights the diversity of care provided:

• 130,522 elective surgeries
• 13,879 cardiac surgeries
• 10,629 oncological surgeries
• 842 bucomaxillofacial surgeries
• 896 breast surgeries

Through the Tabela SUS Paulista, the Governo de São Paulo is establishing a new benchmark for efficiency in hospital care. The goal is to provide the population with greater comfort, speed, and safety in medical treatment. The model reinforces the role of the SUS within the state by creating a concrete incentive for the public health system to function more effectively.
